| In 1978, it maked the major decision that the party and the country's working center shifted to the economic development and implemented the reforming and opening policy in the Third Session of the Party's 11th convention. The great practice of the rural reforming development has emancipated and developed the rural community productive forces enormously and realized the historically spanning of the lives of the people from the warm and sufficient condition to the overall well-off. The multiplication of the farmers' incoming way causes their current economic condition to be able to change for the better gradually, then causes them to yearn for a better housing and living condition. Part of them purchases the new home in the city, settles down, and part of them construct their new house.Compared with the desire and the enthusiasm of the farmers'rebuilding new house and the living condition, our country develops relatively lag in the rural reconstruction,the planning of the villages and small towns,countryside's housing management and countryside's infrastructural facilities. Many area's farmers'housing have constructing two or three crops a year, forms the phenomenon of only the new house but not the new village, it creates the public wealth and the resources waste hugely. Because in most districts of our country, the quantity of the natural village is many, the scale is small and distributes chaotically, it not only affects the landscape of the countryside, also affects the intensive use of the farmland and the agricultural formalization management. It is urgent to enlarge the improvement to countryside's natural village and promote the village's reforming.This article based on present situation of our country's natural villages, the West Ge village of Changfeng County in Anhui Province as the illustrative case, from the theory and real diagnosis angle embarking, elaborated the necessity of the conformity of the countryside natural village and the conformity mentality.
