Shallowly Discusses The Current Status And The Reform Of Chinese Movie Cencorship

Since the end of 1970s, with the historical background of reform and opening up, and with the innovation of cultural system, the economic basement and the institutional environment of the Chinese film industry have great changes. In this context, the film industry badly needs changing its way .The innovation successful or not is directly related to the survival and development of film industry. Therefore, the successful reform of the Chinese film industry, needs the government continuously improves the legal system, establishes scientific film management system.The Chinese film censorship is an important part of the film management system. Whether the regulatory philosophy is scientific or not, regulatory system is effective or not, regulatory measures are perfect or not, will determine the level of the Chinese film industry's adaption to the market demand. Therefore, the study of the historical process,the development status and the reform model of Chinese film censorship system , demonstrates great theoretical value and practical significance .This paper attempts to summarize the policy and regulatory system from the beginning of reform and opening up to the present time, divide the reform process to "initial stage ","deepening period" and "sharp phase ". At the same time , by the analysis of the current situation of the Chinese film censorship ,this paper draws conclusions that system change mode presents a double feature of "leading type of supply "and "gradual revolution "; the subject of institutional changes owns a double feature of " inducisive reform " and "compulsory reform ";the innovation pursuits a stable and constant changing. Finally, based on the unreasonable and unscientific problems for the system mainly to solve, the paper gives proposals that the establishment and improvement of movie examination with Chinese characteristics is due to the reform and development of Chinese movie censorship in the future.
