The local administrative system in Ming and Qing Dynasties has always been a hot topic in academic society. The studies about that focused mainly on administrative regions on high hierarchy and low hierarchy, but only a few paid little attentions to the middle level administrative organizations in the local administrative system, especially to the Road system. However, the Road system, especially the Fenxun(Patrol points), Fenshou(Defend points) and Bingbei, played an important role in the local administrative system in Ming and Qing Dynasties, and acted as an indispensable mediator between Central administration and Local administration.This study first made several case studies about the evolution of Road system in Jiangxi province, and then explored the origins of Fenxun, Fenshou and Bingbei and sorted out the building situation of the Road system from the existing local history of Ming and Qing Dynasties. Besides, this article also summarized the trends and characteristics of Road system in different historical periods, and discussed the relationship between Road system and refugee movement under the context of changing situation of districts, security points and ruling systems of Jiangxi province in Ming and Qing Dynasties. At last, this article made some analysis on changing of authority entrusted by Central and Local governments in different historical periods, and pointed out the situation of Game playing between Central and Local governments in administrating local areas, expecting to To fill gaps on some previous studies.
