The outbreak of the"Marco Polo Bridge"incident changed the situation about Chinese to anti-Japanese. Making programs to develop anti-Japanese war was a prerequisite to guide the national military winning for victory. The Communist Party of China put forward the " Ten-Point Programs for National Salvation to Anti-Japanese " firstly, and then, the Kuomintang followed the Communist Party of China promulgating the"Programs for National Building to Anti-Japanese". In order to be able to understand the programs from the CPC and the KMT comprehensively and profoundly, the paper described it from the following three aspects.The first part described the background of the formation of the two parties'programs. In it, the Communist Party of China's " Ten-Point Programs for National Salvation to Anti-Japanese " is issued under the premise of Anti-Japanese War's outbreak, and the discussion on the Luochuan meeting. The KMT's " Programs for National Building to Anti-Japanese " is issued when the war broke out eight months later. Based on the KMT and the CPC's second cooperation , and through the Communist Party of China and other parties'impetus, it was formulated on the Kuomintang provisional national congress.The second part mainly talked about the comparison between the KMT and the CPC's antiwar programs. Through the analysis between the two parties'policies on politics, economy, military, culture, and foreign policy, etc, we found the KMT and the CPC's antiwar programs had some similarities, such as the Communist Party of China responded positively to the convening of the National Political Council, and on the military aspect, the two parties coordinated actively, etc. It was these similarities that had a positive effect on the Sino-Japanese War. But at the same time, the KMT and the CPC also had some differences on the line of partial resistance and the line of overall resistance, as well as the confrontation with national building.In the third part, a conclusion was made by exploring the similarities and differences between the two parties. The Communist Party of China's " Ten-Point Programs for National Salvation to Anti-Japanese " reflected the aspirations of Chinese soldiers and civilians, and conformed to the historical trend. It was also the powerful weapon to maintain the second round of cooperation between the two parties, consolidate the anti-Japanese's united front and defeat the Japanese imperialist aggression. The"Programs for National Building to Anti-Japanese " promulgated by the Kuomintang is the KMT's Anti-Japanese's major improvement. It enhanced resistance force, and reversed the situation in the war. While, because the KMT represents the interests of landlords and bourgeoisie, the"Programs for National Building to Anti-Japanese " also fully exposed the passive nature and its limitations.
