Based on the former researches and the theory of Marxist historical materialism, the thesis is to reveal the reasonability of the means of soft-control used by Western Han Dynasty in aspect of morality, public opinion and customs and their historical significance on society through the means of literature research and sociocybernetics.Sociology is the study of social organization, function, origin and development through the research of social relationship and behavior in relation to the whole society. Social control is part of sociology, which can be divided into soft control and hard control. Power, law and discipline belong to hard control, which rely on the force of control, whereas social customs, morality and belief belong to soft control, which depend on the control of public opinion and social psychology.Morality, public opinion and customs are the primary means used in Western Han Dynasty to maintain social stability and its regime, especially in the face of crisis.
