Along with the development of urban civilization and cultural, community arts and culture are counted as the current most active factor. Important as a community cultural dissemination, training institutions, community art training institutions entrusted with the responsibility to spread advanced culture, to strengthen the management of community art training institutions, but also become an indispensable cultural point.This paper refers to community arts organizations and administrative units within the government is under the management of non-profit community arts organization, to ensure the healthy development of community culture, protection of self-management goals, needs to integrate autonomous organization within the community and cultural forces to form a unified self-management network system and make it understand, reflect and meet the cultural needs of community members and effective channels.This research focus on community art in Shenyang City, according to the reality of the operation and management training center requirements, and community arts organizations, to clarify the theoretical implications, management, education, public policy analysis, quantitative analysis, based on professional theories and frameworks, comparative analysis of past and present learn from previous related research, summarize, analyze Shenyang community art training center problems, including arts training institutions to establish the threshold too low, causing some organizations do not meet the conditions of school start-up school; arts training institutions, lack of reasonable assessment criteria, teaching quality can not be guaranteed; arts training institutions in recruitment market confusion, there is no standard competition; arts training institutions, educational system incorrect, part of the institutions are hard to maintain; arts training institutions, property management is unknown, leading departments in tube, but had no control of actuality. Combination of these problems, including teaching management, enrollment management, teacher management strategies in three areas, teaching the use of theoretical management principles management strategy, from planning, organizing, leading, monitoring, evaluation and other aspects of the teaching community management of arts institutions related strategies, in order to better meet the community characteristics and institutional characteristics; enrollment management strategies used marketing 4P theory, from the location, product, promotion, price, conducting research point of view; teacher management strategies application of human resource management theory, from selecting, training, assessment, teacher development such aspects of performance, and demonstrate innovative management system of objective necessity, theoretical rationality and feasibility, in order to better serve arts training institutions in Shenyang provide a helpful reference.
