Community and community culture were generated in metropolis with the developmentof modern industry and population aggregation. Western societies adopted multiple methodsand measures in the process of governing urban residents with community culture. Of which,recessive education measure was one relatively mature mode. Chinese economy and societyobtained significant development since its opening up and reform, and China graduallybridged and caught up with the development pace of western civilization. Modern metropolisgradually emerged. Therefore, the issue of community, community culture and communityideological and political education has been put on agenda.The recessive education mode of western communities has provided referable method forChinese communities to implement recessive ideological and political education. Its measureof implying education into environment and activity is beneficial for ideological and politicaleducation of Chinese communities to transfer “cramming mode” publicity and “compulsive”management mode. It adopts the measure of “stimulating influence, silent instructing, andsubtle influence” for facilitating the advanced culture advocated by CPC and the state to bemore likely accepted by residents. It has promoted the ever increasing “social people” groupsince Chinese opening up and reform to be edified by profound ideological and politicaleducation atmosphere in community culture construction. In addition, it guided residents tointeract, respect each other, get on well harmoniously, cherish post and devote wholeheartedlyto work, be hardworking and thrifty, and throw themselves to the undertaking of China’smodernization construction with full enthusiasm.This paper firstly described the dominance and recessiveness of domestic and overseascommunity development, community culture, and ideological and political education. Itstreamlined the method and concept of community culture construction and communityrecessive ideological and political education, and elaborated the mutual promotion andintegration relation between community culture and recessive ideological and politicaleducation.Secondly, as per the survey on the status of recessive ideological and political educationin community culture construction, and combining with relevant data on community recessiveideological and political education, it analyzed the status of recessive ideological and politicaleducation in Chinese community culture construction as well as the existing problems, suchas lack of understanding on ideological and political education work by community workers,unreasonable work method application. In addition it analyzed the cause of problems.Finally, it discussed method for improving the effectiveness of recessive ideological andpolitical education of Chinese communities combining with the quality of communityworkers, service concept, community cultural activity innovation and party organizationactivities. In the process of paper writing, actual survey on the status of community recessiveideological and political education was conducted. Meanwhile, data on communityideological and political education both in home and abroad was referred to. It made surveyreport combining with recessive ideological and political education in community culturalconstruction, thereby providing actual material support for recessive ideological and politicaleducation of Chinese communities.The research provided referable method for improving the effectiveness of recessiveideological and political education of Chinese communities at present. Its role in exerting theguiding role of party organization, improving workers to recognize and establish serviceconcept and integrate education into activity, and exerting the dominant position and role ofresidents remain to be continuously enriched and perfected in practice. In addition, it providedreferable thought and method for community workers to conduct community recessiveideological and political education.
