In the context of economic globalization,building a regional innovation system is a necessity for our country to actively participate in international competition and is also an urgent need for long-term and rapid development of local economy and society.For the geographical and historical reasons,there are still many problems in the construction of the regional innovation system in the western region of our country.The regional innovation system is still underdeveloped.As an important part of regional innovation system,local government highlights the systematic function of other innovation entities that can not be achieved by virtue of its special status.Therefore,it is necessary to study and find out the problems existing in the construction of regional innovation system caused by local governments in the western region,give corresponding countermeasures and suggestions,which can promote the construction of regional innovation system and the economic development in the western region.This paper first sorts out and summarizes literature on government behavior in the regional innovation system at home and abroad.Based on previous researches,we construct the evaluation index system of government performance in the regional innovation system and select a scientific and reasonable evaluation method.Secondly,we take 11 provinces and cities(excluding Tibet)in the western region as the research objects,use the Ten-year data from 2006 to 2015,entropy weight and dynamic comprehensive evaluation methods were used to evaluate and rank the performance of the 11 provinces and municipalities in western China,and use ward system clustering method to analyze the behavioral performance of local government.Thirdly,started with the index system constructed,a detailed analysis of the scores of the first-level indicators in these 11 provinces and cities was conducted to find out their shortcomings in the regional innovation system construction.Finally,according to the inadequacies,we put forward corresponding countermeasures and suggestions.This paper aims to find out and solve the problems existing in the construction of regional innovation system by the local governments in the western region and provide relevant suggestions for the decision-making of local governments in the western region so as to promote the development of the regional innovation system in the western region and ultimately the long-term economic development in the western region.The research conclusions mainly include: 1.The performance ranking of government behavior in the regional innovation system in the western region is: Sichuan> Shaanxi> Chongqing> Guangxi> Inner Mongolia> Guizhou> Yunnan> Gansu> Xinjiang> Qinghai> Ningxia.2.In the indicator system constructed in this paper,the comprehensive index of innovative intangible infrastructure and the comprehensive index of innovation input account for a large proportion.To build a regional innovation system,western local governments should focus on strengthening the optimization of these two aspects of behavior in order to quickly promote the region's innovation,but as for the remaining two aspects of innovation,tangible infrastructure and social effect must also be taken into account.3.Local governments in western China generally face the following problems in constructing regional innovation systems:(1)The investment in regional innovation and technology is insufficient;(2)The construction of an innovative tangible infrastructure is temporarily imperfect;(3)Innovative intangible infrastructure is also not incomplete;(4)Social effect is not significant and so on.Therefore,considering the actual practice and each local government should optimize its performance of government in order to rapidly promote its regional innovation.
