| With the development of society and economy, the reform of science and technology system (RSTS) is going deep. It is the requirement of science and technology development undertaking and an important and durable task in management science. There are 246 independent institutes engaged in research of natural science among all institutes within Heilongjiang territory. Of them, 103 institutes owned by this province are backbone of natural science research and represent scientific and technological ability and strength of Heilongjiang. This paper discusses the evolution and basic philosophy of RSTS, present situation and bottlenecks of RSTS, urgency and hardship of RSTS, development trend and vision and policies and measures of RSTS. It probes paths and approaches for RSTS in Heilongjiang from the angle of management science. In the light of ecision to intensify technology innovation, develop high- technology and realise industrialisation ?by Central Communist Party and State Council and tate CounciPs decision to intensify RSTS in the ninth five-ye& plan?, ?Suggestion about implementation of reform of administrative system of 10 research institutes under State Economy and Trade Commission by 12 state commissions and ministries including MOST(Ministry Of Science and Technology) is referred to and based upon experiences from other provinces, two reform models including D&A (development and application)-typed and PU (public utility)-typed (including agriculture, forest and water resource) are initiated and illustrated by Modelling Diagram of Transition and Reform Direction for Institutes under Heilongjiang Province. D&A-typed direction is toward full transition to enterprise and PU-typed institutes will be classified and reformed. To run the transition and reform smoothly, there are following initiatives and policies: 1. The continuing availability of preferential policy for research institutes; 2. Setting up social security system; 3. Assurance of reasonable operation of state-owned asset; 4. Reform of the present system of personnel management and welfare distribution. |
