Study On State-owned Enterprises Supervision And Administration Of Jiangxi Province

Since the reform and opening up,the comprehensive strength of state-owned enterprises has been continuously enhanced and they have made great contributions to the promotion of economic and social development.In the reform,state-owned enterprises have solved the problems such as rigid system,but there are still some problems such as unsatisfactory system and mechanism,non-standard operation decision-making,low operation efficiency,insufficient internal control and loss of state-owned assets caused by interest transfer.It is an important task for state-owned assets supervision and administration institutions to improve the supervision system of state-owned enterprises and guarantee the maintenance and appreciation of state-owned assets.During this period,our country economy has a rapid development of the east and the west has led to the rise of regional development imbalances,failed to get national attention for a long time,in central China lags far behind of economic development,since 2004,the state to carry out the strategy of rise of central China,not for a long time for attention of Jiangxi finally ushered in a rare historical opportunity for development,in recent years,maintained a high growth rate,the total assets of state-owned enterprises in Jiangxi province assumes the momentum of sustained growth,but its supervision and management,internal control management,operation mechanism and so on also has some problems.Of this study is based on the above background,based on the practice of the state-owned enterprise supervision and management in Jiangxi province empirical analysis,based on assets supervision of modern property rights theory,principal-agent theory,corporate governance theory and related theory,comprehensive using literature research,combining quantitative analysis with qualitative analysis,empirical analysis and normative analysis,the combination of theoretical research and countermeasures research,research methods,such as the combination of specific practices of supervision and management of the state-owned enterprises in Jiangxi province and run the status quo,pointed out that due to the legal protection on the basis of imperfect,supervisory system and mechanism is not smooth,supervision means relatively backward,the cause of the internal supervision non-existing,In supervision and management of the state-owned enterprises in Jiangxi province independence and authority of supervision is not enough,the effect of regulation is not strong,the standardization of the supervision and regulation failure to form a resultant force,put forward to improve the oversight system for the relevant laws and regulations,the straightening out mechanism,deepen the reform of state-owned enterprises,establishing the dynamic monitoring system,strengthen the supervision and guidance,integrate all kinds of internal audit supervision resources related Suggestions.This study closely follows the public policy of supervision and management of state-owned enterprises and the practice of supervision and management of state-owned enterprises in Jiangxi province.It adheres to the typicality of research objects,the representativeness of data and the practicality of conclusions,and focuses on the practical significance of countermeasures and Suggestions,so as to provide policy basis and decision-making reference for the supervision and management of state-owned enterprises.
