Based on the safeguarding of bath sides security, upholding the great power position, and developing the economic cooperation, China and Russia formed the strategic cooperation relationship in 1996. It抯 smoothly going on also depends on some existing motivation factors,. They are the cooperation in the structure building in some area, began in 1980s, the increasing adverse international situation that they face to, the nonalignment, non-antagonism, not directed against any third country, non-zero, and competitive strategic policies that they hold. Au these basic factors are not only helpful in restricting and decreasing the obstacles in the Sino-Russia relation, but also enforcing the foundation of it. Although the Sino-Russia relation will be going forvoard, it is impossible for them to be align again. At the same time, Sino-Russia strategic cooperation is challanged and restricted by some obstacle factors, such as the different history, culture, the geographic politic, the conflict in Russia itself s china policy, and the relation of economic is lagging behind the politic relation. The paper focuses the discussion on these points.
