The "10+3" cooperation mechanism originated in the 1997 Asian financial crisis. As the main channel for regional cooperation in East Asia, which produces no coincidence.because it has profound economic and political motives. First of all, the Asian financial crisis provided a turning point; Secondly, the global vigorous development of regionalism is the external force; again, the growing common economic interests between East Asian countries is the fundamental motivation; In addition, the political and security point of view is also considered important to establish the mechanism.During past ten years, the "10+3" cooperation mechanisms has become the main channel for regional cooperation in East Asia. A series of dialogues mechanism has been established, including the leaders regular meeting mechanism, and the depth and breadth of the cooperation has been greatly enhanced, and the questions of co-operation also greatly expanded,which involved in trade, monetary and financial, health, energy, transportation, technology, environmental protection and other fields, forming a wide-ranging, multi-level and pattern of all-round cooperation.Meanwhile, compared with the other regional cooperation mechanisms, "10+3" cooperation mechanism is just a loose style, an informal multilateral dialogue cooperation mechanisms. Its organizational structure and system construction is still quite backward, just only the initial stage,and this situation is not commensurate with the vigorous development of regionalism, the booming trade,the developing economic and cultural linkages. So what causes the "10+3" cooperation mechanism did not develop to a higher level? This is an academic problem to solve urgently. For this issue has begun to be concerned about the academic and made many constructive points of view. For example, the ASEAN to play a leading role in question, the political gulf between China and Japan, the competition of powers inside, the United States factor, the coordination problems with other regional cooperation mechanisms. It is noteworthy that most domestic scholars to the "10+3" cooperation mechanism of research into the overall framework of regional cooperation in East Asia among the lack of response to the mechanisms focused on elaborating the constraints, which requires us to do further study.This will be a new realism, neo-liberalism and constructivism theory, the three were separated from three of the words:power, interests and ideas, and use it as the point of view to explore the constraints of construction, with the multi-dimensional perspective of a more comprehensive analysis to the "10+3" cooperation mechanism for the development of a low level, system construction problems, and propose strategic choice to these problems.Along those lines, this paper is divided into five parts, the first part is introductory. Part II is the basic theory of international mechanisms, which is the theoretical basis of this study. Part III is the introduction of the "10+3" cooperation mechanism, which involve in the situation and characteristics. Part IV is the building constraints of the "10+3" cooperation mechanism, which is the core of this article. Part V is strategic choice for the construction of the "10+3" cooperation mechanism, to propose solutions to the problem. Through the five parts above, this paper argues the absence of public goods, the differences of strategic interests and the lack of regional identity is affecting the" 10+3 "cooperation mechanism, and propose solutions to these constraints,:to strengthen the Sino-Japanese co-ordination and provide public goods, to strengthen the building of East Asian free trade area and political and security cooperation, to promote economic ties and cultural exchanges between East Asian countries.
