The Study Of The Agricultural Insurance And Its Way Out In Inner Mongolia

Since the reinstitution of the agricultural insurance in l985 in Inner Mongolia,to some extent, some results have been achieved. But there are still some problems,the development of the agricultural is in disequilibrium among regions; theinsured acreage is still limited; the loss ratio is high and tbe premium collection can'tcover the loss. In the other hand, the effat of the small-scale peasant economy andthe restriction of the agricultural management scale as well as the farmer's lowincome result in that the potential demand has been behind the real demand。 Thereare not only specific difficulties in the agricultural insurance management,but also therestricting factors under a particular sociai and economy condition. Inner Mongoliahas a vast area of farmland and this area is frequently hit by natural disasters. The agricultural insurance is badly short of organization strength. The management levelof the disaster loss records is quite low and there is not enough national aid. Thesupportin police system for agricultural insurance is no perfect. All thesedisadvantages have made the agricultural insurance develop slowly for a long time.The service supply lags behind the requirement for the agricultural and thedevelopment of the rural economy.The author's suggestions are: l) to set up an agricultural insurance systemcombined with the government organization and the cooperative organizations; 2) tocarry out a combination of the compulsory insurance and voluntary insurance; 3) toask the government ror special financial aid to the rural insurance and drawing up thent techniques.
