Research On The Structural Adjustment Direction And Operational Mechanism Of Township Enteprises Of LongFeng District DaQing City

This thesis is one of the sub-projects of rLIral economy developing program of suburbs-type of LongFeng district DaQing city?under the coorperation between NEAU and DaQing Government. Firstly, the paper explains the position and role of township enterprises ot~ hleiLongJiang province and township enterprises. Based on aiming the township enterprises of LongFeng district, the paper analyses and research systematically the structural adjustment direction and operational mechanism of township enterprises of LongFeng district with the method of quality and quantity analysis and with the method of theory and practice combining.By analyses. the author pointed out the basic questions and advantages of the township enterprises of LongFeng district DaQing city. The basic advantages included: the better developmental environment of economy; the better development of township enterprises under the rural economy of suburbs-type; the easy communication and traffic are the basic conditions of to\vnship enterprises development; the prosperous of the market rural and urban provided the selling channel for the development of township enterprises; the easy environment of the policy is the most important power for pushing the development of township enterprises. The basic questions included: the development of the third industry has fallen behind; the industral development based on raw material of the first industry, has fallen behind; the layout structure is not faultless; the scope of township enterprises is too small The conclusion was knew not only by the president of LongFeng district but also founding the base for the research of structural adjustment direction of township enterprises.The operational mechanism is the soul of development and existence of township enterprises, the reasonable structure only is the development base with fitting for the environment, but it can not show that the enterprises must go forward. The author made the analysis of theory for the system of the operational mechanism and content of the operational mechanism of the modem enterprises, at the same time, the author has made concrete analysis on the current situation of the operational mechanism of township enterprises of LongFengdistrict and pointed out the concrete measure of turning the operational mechanism. Last, the author took the predication on the development of township enterprises of LongFeng district by building the mathematical model. The result of predication shows that it is optimistic for the future development of the township enterprises and the total output value of township enterprises will reach 28.3 hundred-million Yuan. At that time, the township enterprises of LongFeng district will become the main power of LongFeng economy.These results provide the evidences for completing the structural adjustment of the township enterprises and perfecting the operational mechanism of the township enterprises. It has the practical guided significance not only for perfecting the control theory of township enterprises but also for the development of township enterprises.
