The reform and capability improvement of the scientific research institutions (SRIs) inour country not only concern their own survive and growth; but also have great effects onthe sustainability of national economic development, and on whether our country couldoccupy an advantageous position or not in the new round of global industrial division. TheSRIs that belonged to various ministries and committees were the primary innovators in allindustries. After more than ten year's reform, they have developed relatively strongcapability in R&D and relatively large scale in production and business operation. However,because the reform measures lacked systematicness and integrality, their internal structuresare disorganized, their further growth is seriously restrained by the deep-rooted state-runpublic institution culture and peculiar behaviors of SRIs. Those institutions are at greatdisadvantage in market competition and talent competition with multi-national high-techenterprises. What should be the next step of the reform of SRIs? The point of view of"internal structure adjustment" is chosen to analyze and study this issue, thus make theSRIs smoothly transferred to be high-tech enterprises, and acquired the continuouscompetition advantages. The internal industrialization and commercialization processes of the SRIs is analyzedin the thesis, which divided the technological management system reform of our countryinto three stages; then from the point of view of introducing market competition mechanism,by analyzing the accomplishment and lessons of the technological management systemreform in each stage; it illustrated the inherent reasons based on industrial organizationtheories and rules of market competition, for SRIs achieving industrialization step by stepand reaching the final destiny of commercialization after more than ten year's reform. The transformation of SRIs is a complex system engineering process. Beginning withthe integrality of the system, management system engineering theories has been appliedto study the transformation process which should be orderly coordinated and optimized inwhole; and it is concluded that the structure adjustment of SRIs must have one key purpose.This key purpose inevitably is to develop core competences, to which all measures andlocal strategies shall be designed to serve. Through four different facets of the system:integrality, relativity, purpose and adaptability, the methods for internal structure adjustmentof SRIs were studied, and the construction of a system model was made based on the IIIstudies. Based on analysis of the opinions of Resource School and Capability School regardingcore competences, it is considered that the core competences consist two parts: resourceadvantage and the capability to develop and optimally allocate the resources. By applyingcore competence theory and analyzing the characteristics of core competence, the currentstatus of core competences of SRIs and the reasons that they have been developed areuncovered; it is pointed out that SRIs shall make development of core competence the keypurpose of structural adjustment, through structural adjustment, forming a highly integratedcore value chain that can benefit to a maximum degree from their strategic resourcesaccordingly; by considering core competence development as part of dynamic planning ofstrategic management to keep the adaptability of all internal structural adjustmentmeasures. Through case study and comparative analysis, the capital structures of SRIs before andafter adjustment is analyzed, emphatically demonstrating the effectiveness of SRIs byimproving capital structure and increasing financing measures through initial public offers(IPOs) after reorganization; it is illustrated how SRIs shall proceed business operation andasset restructuring to form an integral value chain and meet the requirements of IPO;also the models for ownership diver...
