Government Administrative Behavior Adjustment Mechanism Problem Research Of The Villages And Towns During The Period Of Social Transformation In Northwest Region

Along with our country’s rapid social transformation, the importance of thetownship regime behavior is more and more obvious. However, these previous studies tothe village and town government has mostly concentrated in China’s developed or lessdeveloped areas, not in China’s less developed northwest area. Township government asthe most low-end administrative agency of the government should not only implementthe higher-level department task but also meet the various needs of the area of the village.Whenever and wherever, it is possible to deal with more trivial or more specificeconomic and social activities. Therefore, the fact the function aims of the townshipgovernment is realized or not has important significance to improve the credibility of thegovernment, maintain social stability and accelerate constructing socialistic new ruralareas. This article mainly analyzes some administrative actions of the village and towngovernment to implement its function target through some typical examples occurred in Jrural area of L County in Gansu province.In this study, the author firstly lists and analyzes non adaptive behaviors of thevillage and town government.Secondly, combined with the theory of functionalism andits analysis method explores the main factors to impact the township governmentadministrative action. Finally the article puts forward adjustment target and strategy oftownship government administrative behavior.Through the research, we found the there is not harmonious between governmentbehaviors and function targets. But the reasons are not only the human factor, andenvironmental factor, more current the system factor. Therefore, the fact the functiontargets of township government is realized effectively mainly depends on two sides, oneis rational function target, the other is rationalization of the administrative action. But therational administrative actions need guaranteed by establishing positive adjustmentmechanism.
