The Research On The Reformation Of Chinese Grain Circulating System

The people are the nation's foundation; food is the first necessity of the people and the grain is the source of food? This old Chinese saying is still an important principle in managing state af- fairs in China. Grain is not only an important goods and strategic material which is of vital impor- tance to the national economy and the people?s livelihood but also an important factor that keeps the country prosperous and people at peace. Agriculture is the foundation of the national economy and the grain is the foundation of agriculture, which has a bearing on the whole, the security, the devel- opment and the stability of the country. In such a big country like ours, grain is even more impor- tant. In recent years, international situation has been unrestful; international economy has kept vi- brating; and wars have kept breaking out in many regions. However, national economy of our coun- try has been on a rapid increase, the exchange rate of Renminbei has been stable, and the society is in good order. We should owe all this to the Party?s agricultural and grain policy to a large degree. To establish the grain circulation system which meets the demands of socialist market economy and confonns to China's actual conditions is an important factor in keeping and improving the initiative of the peasants, strengthening and consolidating the important position of agriculture so as to promote the production of the grain and push the national economy at a steady growth. The goal of reforming our economic system is to establish the system of socialist market econo- my. How to deepen the reform in the grain circulation system, an important component of our social- ist system reform, so as to establish the grain circulation system which conforms to the socialist mar- ket economy and satisfies our actual conditions is of great practical significance and of far ?reaching historical significance at the present stage of our socialist market economy. Therefore to deepen the reform in the grain circulation system is to meet the demands of our country?s actual conditions and is also the requirement of building up the socialist market economy with the Chinese characteristics. Since the founding of the People?s Republic of China, the grain output in our country has in- creased greatly, but per capita output of grain has been around 400 kilos owing to the rapid growth of population and the grain provision has been on a near balance. In the same period, the grain cir- culation system in our country has experienced different setbacks in the course of many changes in our national economy and economic reform. Two decades reform has enabled the grain circulation project to be incorporated into the general framework of our socialist market economy and made its bit to the oft landing?of our national economy in the course of transition from the in ?normal state to normal operation. The practice of soft landing has created a better macro ?environment for further reforming the grain circulation system and enabled the reform in the grain circulation system to make positive and reliable progress. However, there are many defects and malpractice in the grain circula- tion system in force which has become even more unsuitable to the demands of the socialist market economy. It is high time to have it reformed and it has to be reformed without any delay.
