Mineral resources is the material foundation of the development of the social economy, and is one of the important factor of the national assets. The rational distribution of mineral resources is achieved through the circulation of the mineral rights on the market. Appraisal contexts and methods of mineral rights will have to be adjusted according to the information of the mineral deposit gained on the different exploration stage. After a close study of the law of mineral industry, the feature of mineral property, the appraisal method and the evaluation of mineral rights of Jiande Copper Deposit, conclusions are made as follows: The difference of mineral property appraisal method to the commonly assets appraisal methods is caused by the uncertainty of the mineral deposit. Risks of mineral exploration change in accordance with the exploration stages, and the investment in mineral exploration as a whole is of high risky investment. So, to build the mechanism of risk inspiriting, risk sharing and risk management is essential to the development of mineral industry. Profits of mining shall be apportioned among the state, the miner and the explorer in a way that should reflect the character of this industry. The quality of the mineral property is the source of the potential profits, and this shall indicate that proceeds-approaching method is the best way in mineral property appraisal. The ways of expenditure-approaching and market-approaching shall be reconsidered in practice and the prospect enhancement multiplier should be added to the past exploration method. The use of the discount cash flow method is circumscribed by the uncertainty of the mineral property, but it can be unbound to suit to different prospecting stages with a reserve risk multiplier or the introduction of the reserve stage tenor system.
