Studies On China's Exploitation Of Rural Human Resources

The fifteenth congress of the Communist Party has pointed out in strategic insight that the international developments of the construction of our modernization depend on the enhancement of the population's quality and the exploitation of human resources in a large content. The domestic and foreign facts has shown that the exploitation of manpower resources is crucial to develop production forces, which is the way of strengthening our country and the fundament of enriching China. Our country has a large population of near 1300 million, 800 million in rural areas. The status quo of large quantity and low quality of rural manpower has been the big barrier of the development of rural economy, so is the realization of the modernization of agriculture. Developing human resources to cultivate the peasants with high quality has become a task of tap priority. My thesis analyses the status quo and existing problems of rural manpower. It aims at finding the strategic measures of exploiting rural human resources in systematology, which will probably provide the theoretical conduction for practice. Developing manpower resources is a systems engineering of society, referring to many factors, such as government's, organization's, market抯. It mainly utilizes educational ways, training, emigrant ways, health care and so on, to enhance the total quality of rural manpower and propel the development of rural economy. When the new revolution of agricultural science and technology is drawing near, the globalization of agriculture promoted, China is in urgent need of the qualitative development of the peasants. The development of our rural manpower is of practical and longterm importance to realize the modernization of agriculture and countryside. Developing manpower resources in our country is beginning and there are many deficiencies, such as the blocks of the main body, market, policy. But we face with many beneficial circumstances at the same time. China should learn from foreign successful experiences of developing manpower, in the hight of specific conditions of countryside, then make the strategy of exploiting human resources wholly and systematically. The strategy mainly bases on educational exploitation, makes the exploitation of management important, emphasizes on the development of emigration, guarantees of the exploitation of policy. According to a policy which faces to agriculture, countryside and peasants, our country tries to train a large number of excellent peasants with high quality, who can use technology skillfully, do well in management. Thus they can service for our modernization of countryside.
