The"big development"of the western region in china is an important governmental tactics,in order to resolve the unbalance of different areas′economy development.It is also a demand of resources reasonable allocation.Because of the geography situation,custom,capital and policy in the western region,the gap between the western and the eastern region is becoming wider and wider.It especially leads to a large number of talents flowing to the developed aresa.The"big development"of the western region supply a chance of survival for the western region.But people take too much care of capital and policy′s importance to the western,and ignore human resources′importance.So this paper trys using human capital theory to expound the key of the big development of the western region is human resources development and management. We analyses it in four parts.The first chapter shows the purpose and meaning of choosing this topic and structure of this paper. Chapter two reviews human capital theory,to look for theory basis for the idea. In chapter three,the western human resources situation and its system defection in allocation are discussed. The fourth chapter assumes the human resource development and allocation at different levels and circles.For example,to set up human capital property right and flowing mechanism;To rural labor force,education exploitation is more important.Meanwhile we advance some countermeasure further about human resources element market,talent favouralbe strategy etc.
