With the progress of society and the development of technology,It's very importance to keep learning for everyone.With the popularization and development of the network,the network learning get the great rapid development with its unique advantages.tax cadres get great improvement through online school autonomous learning.But there are some problems in the implementation of network education and the construction of online school at the process of learning,which reduces the net school learning efficiency,Some cadres open web page automatically play courses while doing nothing to do with online learning.at the same time,we must be aware of that issues coming from the implementation of online school actually is of its own characteristic for Internet autonomous learning mode.it is both the inevitable drawbacks for Internet autonomous learning mode and imperfect for evaluation system.Tax cadres are different characteristic with other online learning,which has its own professional characteristics.in the process of online school autonomous learning some cadres express a strong desire to obtain knowledge,and the others cadres are lazy and aimless.Taking online school for local taxation bureau in jiangxi province as an example,the paper Discusses the management methods of online school learning new mode,with the guiding thought of construction of the learning theory of administrative organs,and the theory of learning behavior,and autonomous learning theory analysis of the disadvantages of the Internet self-study mode type.For each type of problem,the paper discusses how to draw lessons from other online school learning based on new patterns and management methods.based on the analysis the existing contradictions and problems of the actual current administrative organ staff training institute of network to organize and implement,the paper looking for how to make up the existing problems in net school cadres training work online school learning mode,and how to obtain the management methods for effective organization.and how to make full use of executive incentive mechanism to promote and guide the tax cadres for effective learning,to avoid the disadvantages of network autonomous learning mode.
