Import -replacement-developing strategy and export- leading-developing strategy, the two models of promoting economic development and realizing industrialization for developing countries and districts, have their own good points and short points. But from the experients of Asian and Latin America after the World War II, export- leading-developing strategy has greater vitality and superiority.The developing strategy of export leading economy means that developing countries and districts select industrial products to be main export goods instead of primary products, for strengthening their native industrial international competitive power, propelling economic increase forward and realizing industrialization. Theorical base of carrying out the developing strategy of export leading economy is the theory of natural endowment of essential factors and international trade is a motor to economic increase Some relevant conditions are needed for the implementation of the developing strategy of export leading economy, as follows: 1. Beneficial international environment, coordination of basic facilities, government support and so on;2. The implementation is a process of combination of the whole and the level;3. Export main products goes as labor-concentrated products-capital -concentrated products-technology-concentrated products.The reason that the export strategy has greater vitality and superiority is that it can make better use of intra and inter-markets and resources to promote economic development, and has higher profit and market competitive power.WTO is the big family of world trade. It is the sole international organization to seitle trade rules between countries. Its purpose is to encourage export and to accelerate global economic and trade liberalization, which is reflected by the principal, e.g. most-favored-nation treatment, national treatment and fair Wade. So, in the WTO system, the word of import replacement is not welcomed. When one country or district enters into WTO, its import and export ,even economic development, are deeply effected by WTO, especially, WTO gives developing countries many favored items which have deep effects on economic development of developing countries.Since new P.R. of China has been established for 30 years, we have carried out import-replacement-developing strategy and have had great achievement. After reformation, China has opened and developed, one by one ,economic zones to coastal area to interiors, and set up export economic strategy. After carrying out the strategy ,Chinese export has broaden and economy has rapidly developed.Guangdong, having made use of topographical advantaged, has taken the lead in implementing the export strategy and become a economy developed province3and a place of economic strategic importance in China. On the contrary, though Guangxi's conditions are similar to Guangdongs, it lost the opportunity so that it couldn't bring export into full play. We see, the gap between the two Guangs has broaden. Guangxi has lagged behind.But we should see that China has carried out the developing strategy of export leading economy without the conditions of WTO , before China enters into WTO. So, as soon as China enters into WTO, the whole circumstances of trade must be changed. Export will be more beneficial and export leading economy will have broader prospect.Guangxi must catch this historical opportunity to energetically carry out the developing strategy of export leading economy,and use WTO regulations to bring its own comparative advantage into full play and to decrease the gap with the developed provinces in China.It is feasible for Guangxi to carry out the developing strategy of export leading economy,Guangxi has its ouw superiority ,such as geographical position, economic resources,labor force resource and policy resources which will give a powerful support to the implementati... |
