On The Transmutation History Of The Economic Communication Between Guangxi And ASEAN Since The Cold War

In the intercourse between China and the countries in Southeast Asia during antiquity period, Guangxi was one of the most major channels. After World War II, entering into the world globalization era, developing the intercourse China and the countries in Southeast Asia became the most necessary require in the era. Accordingly, Guangxi turned to the bridgehead of the economic intercourse between China and ASEAN. But because of the influence of the Cold War, the economic intercourse was limited by the antagonism and blockadeness, and the economic intercourse was controlled by the politics intercourse. As a result, it's hard for Guangxi to change from the military outpost to the bridgehead of the economic intercourse, and the advantage in area to Guangxi can't be used in improving the development of the China-ASEAN cooperation. Basing on this, the article tries to clarify the transmutations of economic intercourse since the Cold War, to survey the historical reason, to analyze the influence that the economic intercourse coursed in Guangxi and ASEAN to summarize the discipline. In order to make Guangxi the most convenient hinge of China communicating with ASEAN, this article is going to offer historical reference for the further development. There are five parts in the article. The maim content of each part is listed as following. First part: The scholarly review and the practical Significance: on the study on the transmutation history of the economic intercourse between Guangxi and ASEAN since the Cold War This chapter describes the scholarly review and the practical significance of the subject under discussion on the basis of summarizing forefathers' research results. Have already made richer achievement in research results about Guangxi and economic intercourse of Intercourse of ASEAN since cold war, concentrate on the following respect mainly: Characteristic that both sides associate in short-term; Analyse such changes of the tangible economic intercourse as trade , making the investment ,etc.; Guangxi is in China-status function of ASEAN Free Trade Area ,etc.. And in the visual angles of long period, macroscopic and dynamic analytical method while studying, it is the place where already research results have needed strengthening. These shortcomings decide the research results can't grasp the keys of the intercourse and offer the historic support and resolutions in the economic intercourse between Guangxi and ASEAN. On basis of previous studies, the author introduces economic intercourse theories into this article, trying to make innovation in certain aspects. Intangible economic intercourse and global influence since Cold War are the focuses of this article. Both documentation and folk prescription are adopted for historical survey of this article. Part II. Historical Retrospect on Economic Transmutation between Guangxi and ASEAN since Cold War In view of the conceptual transition from "economy serves politics" to "politics serves economy", this section reviews historical development in the economic intercourse between Guangxi and ASEAN since Cold War. Economic intercourse theory is adopted to analyze the economic intercourse in three stages. It was the first period from the end of 1940s to the beginning of 1970s, which is characterized by military and the political conflicts. During this period, few economic intercourses occurred between Guangxi and Southeast Asia countries due to international political and military background, and developed in small quantity and small scale. The period from the beginning of 1970s to the beginning of 1990s saw the second stage of economic intercourse between Guangxi and ASEAN. Improvement in political relations between China and ASEAN brought about development in economic intercourse between Guangxi and ASEAN. Although political strategies began to serve economy in this period, Cold War mentality still existed as an obstacle to the economic intercourse. Deterioration of Sino-Vietnam relation interrupted the economic intercourse between Guangxi and Indochina countries, and kept Guangxi playing the role of military frontier in southwest China. The beginning of the 1990s till now is the third stage. Since the end of Cold War, further achievements have been made in economic intercourse between Guangxi and ASEAN. With greater scale and multiple channels in bilateral economic cooperation, former military and political channels have transformed into economic ones, signifying that Guangxi has become the bridgehead for economic intercourse between China and ASEAN. Part III. Key Factors Affecting the Transmutation in Economic Intercourse Between Guangxi and ASEAN This article argues that changes in three aspects, i.e. global trends, national strategy and regional strategy, play an important role in the transmutation of economic intercourse between Guangxi and ASEAN. First of all, change of global trend from "war and antagonism " to "peace and development" is the objective reason that caused the transmutation. The development trend in Southeast Asian fell behind global trend, and resulted in fluctuation of its transmutation of economic intercourse. Affected by the two factors, the economic intercourse between Guangxi and ASEAN transmuted from "strong cold war, strong war and weak intercourse", and then "weak cold war, weak war and weak intercourse", at last to "strong intercourse". Secondly, China and ASEAN countries gradually abandoned mentality and adopted positive and cooperative policies. This is a very important factor in the transmutation. Last, but not the least, upon the end of Cold War, Guangxi adjusted its strategy for Southeast Asia, and adopted a policy known as "living on Southeast Asia". This is the direct cause of transmutation. Part IV. Analysis on the Impact on Guangxi during Transmutation in Economic Intercourse Between Guangxi and ASEAN since Cold War In this section, the impact on economic development of Guangxi caused by transmutation in economic intercourse between Guangxi and ASEAN since Cold War is analyzed in both positive and negative significances. On one hand, economic development of Guangxi was interrupted by political and military conflicts. Long period of war status made western Guangxi economically backward, and resulted in a great gap between the economic development of eastern and western regions of Guangxi; on the other hand, the transportation network of Guangxi transformed from east-orientation to east-and-south-orientation, developing a new direction different from the traditional one.
