The case section of this paper introduces the development of Guangdong Telecom Corporation, the technical characteristics and market development of Personal Access System (PAS). It also describes the telecom marketing environment and the competing situation in Guangdong Province, and provides the consumer research report of Guangdong PAS and the Input/Output survey of I-Iuiyang PAS.The analyzing section of this paper focuses on whether Guangdong Telecom Corporation should develop the PAS and how to develop it. By means of consumer survey analysis, Boston Consulting Group Model, typical case analysis and SWOT analysis, the section thoroughly analyses the position of PAS in the development priorities of Guangdong Telecom Corporation, the internal and external operating environment, the consumer behavior, the market segment and the payback period of PAS. The analyzing section of this paper concludes that Guangdong Telecom Corporation should develop PAS tactically, in order to occupy a market share in Guangdong mobile communication market. Finally it provides several developing plans of PAS and evaluates the plans.
