National Security is an important issue which relates directly to the fate of a state. During the two decades after the WW II, the war has been the domain factor threatening the National Security. The military and political security became naturally the main part of the National security But after the end of the cold war, when peace and development becomes the worldwide frend, the importance of economic factor becomes more and more important in the international relations. Hence, Economic Security becomes the focus of the national security. And after the global financial crisis during 1990 憇 and spec jfically the Asian Financial Crisis, the whole world begins to realize that the national security confronts a new and more important issue, i.e. how to defend the National Financial Security. Against this background, my thesis mainly focuses on the impacts of Financial Security on international relations and tries to seek out the strategic countermeasures to defend the National Financial Security in the new century. The paper consists of four parts. The first chapter defines the Financial Security ~nd then c/ar ales the connotation and characteristics of it. Based on the clarity of the notion, chapter two goes father to analyze the complex impacts of Financial Security on international relations, and the following chapter examines thoroughly the basic factors which restricts the role of financial security in international relations, concluding in international political and economic background, non-balanced international system and related policies taken by the international actors. Chapter four ends by discussing the strategic measures to be taken to safeguard the national financial security which includes the institutional, technological measures and crisis dealing measures etc. The fourth part especially concenfrates on the analysis of China, its financial security situation, the international and domestic factors affecting the financial security and most importantly proposing several advices to defend China financial security. The paper applies many research methods and combines them together~ such as t~-zeoretical combined with historical, comparing with inducing normal analysis with positive analysis, dynamic with static.
