Many theoretical problems in decision-making multi-layer fuzzy synthetic evaluation are deeply researched into in this thesis .It generalizes and illustrates the improvement of this approach based on analyzing and discussing the traditional fuzzy synthetic evaluation methods in light of fuzzy math theory ,and also elaborates the quantitative analysis of achievement and potentiality of the state level-scientific research institutes in 1997 and 1 998,with presenting the software development specification about the state level-scientific research institute synthetic evaluation system. The main points are as follows: I .Analyze application of the fuzzy math method in the synthetic evaluation. 2.Research into the fuzzy degree of the arithmetical operator in the fuzzy synthetic evaluation. 3.Research into the fuzzy synthetic evaluation method of classification and ordenng. 4.Analyze the index system objectivity of the state level-scientific research institute synthetic evaluation. 5 .Analyze the medial result of the state level-scientific research institute synthetic evaluation in 1997 and 1998. 6.Develop the software of the fuzzy synthetic evaluation system. 7.Explore the method of increasing the distinction degree of the synthetic evaluation result.
