Research On The Social Appraisal Index System And Method In Project

The project construction is the necessary approach for social development, the project appraisal, like the surveyor's rod, can correctly exam economic benefit of a project. Along with the modern view of social development, people have already realized that it should be formed as "humanism" and "sustainable development". Hence it requests a social appraisal on projects for those that have deep influences on whole society, and according to this appraisal system people can determine these projects' feasibility.A project appraisal system should include three aspects: financial appraisal national economic appraisal and social appraisal. In these three aspects, financial and national economic appraisals not only theoretically tend to become perfect, but also play the important role in practice. Compared to above two appraisals, social appraisal is still under standardization.In order to find the effective way to put it into practice, the paper has studied social appraisal of project deeply and systematically both in theoretical and practical level, thus the content of the paper include three parts: Firstly, analyses the influences which project brings to whole society from harmony between the project and social appraisal, ecological system, natural environment, social environment and the project's effects on social environment. Then make a detailed analyses on these six aspects with each one include some indicators of which constitute a suit of the perfect system of social appraisal indicators; Secondly, emphases on the transformation of the value of ecological resources into economic price to solve the problem of different methods in measuring social appraisal indicators; And then, putting forward the Analytic Hierarchy Process (AHP) and point out some limitations of it, such as the Judge Matrix is easily affected by subjective elements, etc. the paper also make some promotions on AHP in order to construct a suitable social appraisal disposal model.Paper expects to explore the theoretical aspect of social appraisal depend on it and put forward a maneuverable system of social appraisal. It aims to improve the people's ability in appraising social project. It's also beneficial to the development of whole society with the law of "humanism" and "sustainable development".
