Sun Yatsen, a great revolutionary pioneer, has devoted his life to the cause of China's independence, its development, democracy , liberty and the welfare of the Chinese people . He has spent a lot of time in designing the blueprint of China's economic development , and the development of Western regions was one of the focuses of his plans . He has investigated the potential of Western Regions'development in several of his works . In particular, in 1919 he proposed the first outline of China'industralization that had ever been advanced in Chinese history-? he International Development of China. In it , he elaborated on the role the Western Regions' development played in national economic construction , and made a tentative design of development steps . During October 1921 and April 1922 , when Sun Yatsen and his army stationed in Guilin, he advanced again a lot of specific proposals and schemes on the issue . The series of works written at different stages , and speeches and written instructions given on different occasions formed a systematic thought on the development of Western Regions . According to Sun Yatsen , Western Regions included provinces as Tibet, Sichuan , Yunnan , Guizhou , Guangxi , Qinghai , Gansu , Shanxi, Xinjiang and Mongolia , as well as the western parts of Guangdong and Hunan . At present when the strategy of Western Regions' development is being carried out, it is of theoretical value and practical significance to study Sun Yatsen's thought.Sun Yatsen1 s thought on Western Regions' development formed against the political, economic and cultural background of China during the end of the end of the 19th century and early 20th century . The formation of his thought on Western Regions'development was deeply influenced by he peasant family background , the hardships he experienced in childhood , his elder brother's ideas of obtaining prosperity via culture and husbandry , and the education he received in the schools of the western countries . Specifically , the thought originated from his ideas of equality of nationalities , his insight into economic construction , and his awareness of the special strategic significance of Western Regions ."People's livelihood should take priority among construction issues" . The principle of People's Livelihood is the ultimate goal of Sun Yatsen's revolutionary cause , the core of his Three People Principles . The Principle of People's Livelihood was not meat to solve the problem of" distribution " only , but more importantly , to solve the problem of" production " , because production came before distribution , and the latter could not be dealt with without a successful solution of the former . So , the essence of the Principle of People's Livelihood is construction and productivity development. And its ultimate goal was to solve the daily necessities of the common people , which could be realized via industrial revolution .The principle of People' Livelihood was the logical foundation of Sun Yatsen's strategy of economic development, the rationale of his thought on Western Regions'development.Sun Yatsen's thought of Western Regions' development was systematic and comprehensive , which concerned (1) the development of transportation , (2) the development of general industry and mining industry , (3) the development of forestry , (4) the immigration to distant regions , (5) theconsolidation of people's education , and (6) the implementation of open-up policy . These are the main point of Sun Yatsen's thought on Western Regions'development.Sun Yatsen's thought carried forward the theoretical achievements of the advanced individuals in Chinese history , and it incorporated the good experiences that the western countries had had in exploiting the backward areas . Besides , it was compatible with the situations of China in early 20th century .
