Western Region Human Resources Development

Human resources are the most important and essential resources in this society and economic growth. Human resources development (HRD) are regarded as the most means which can supply much high quality human resources with polish quality, reasonable structure and abound in innovation for economic growth, and have been the most important strategy of today抯 economic growth in all countries of the world. Our country is one of the countries which has much population and is easy to benefit from HRD.HRD of the Western Regions has been late for the economic development, and brought up many questions which need instantly to be resolved. In the face of the questions and the challenge of knowledge economy, we must attach primary importance to HRD in the Western Development. Because of the above, this thesis is completed. In the thesis, the important position and effect of I-IRD in today抯 society and economic growth were firstly discussed, according to much document and theory on HRD. Then, the relation between HRD and the Western Economic Development, and the existent questions in HRD of the Western Regions were analyzed on the base of the actuality of the Western Regions. At last, the successful experiences in all countries of the world were used for reference, and the essential way about how to more deepen the LIRD in Western Regions and the important countermeasures which can accelerate the HRD of the Western Regions.
