Problems And Countermeasures Of The Rural Cultural Development Of Western China

Since the reforming and opening policy, although rural economy and society in our country has achieved great development, and the problem of peasants'food and clothing has been solved basically, but the development and construction of rural culture is comparatively laggard, and peasants'cultural life is comparatively indigent. These situations not only restrict the development of rural economy, agricultural production enhancement and peasant's income increase, but also restrict the progress of comprehensively building moderately prosperous society. Report approved by CPC's 17th Congress gives out great call on promoting great development and great prosperity of socialist culture and rising up new upsurge of socialist culture construction. No. 1 Paper of CPC Central Committee in 2009 brings forward"forming up complete rural public culture service system as soon as possible". This indicates new direction of further strengthening rural culture construction and brings new opportunities. Therefore, the purpose of this thesis is to study and discuss how to effectually solve the unbalanced situation of rural culture development, further strengthen rural culture system construction in western regions, and realize qualitative leap in spiritual civilization construction in rural areas.Firstly, this thesis adopts literature research method. By consulting tremendous data, this thesis clarifies the presentation of questions, the academic significance of topic selection and study background, refinedly illuminates development history of rural culture at home and abroad, and acquires various materials and data of rural culture development situation in western regions. Meanwhile, starting with summarizing development theory of rural culture, this thesis, at theoretical level, makes deep analysis on rural culture development, and lays foundation for comprehensively and systematically determining the nature of rural culture balance development in western regionsSecondly, this thesis adopts data collection method. Taking Cuiping District, Yibin Municipality, a hilly district in western regions as a sample, persisting in principals of combining between higher and lower levels and integrating point and sphere, starting with analyzing the situation and reasons of laggard rural culture development in western regions and unbalanced development between urban and rural areas through methods of deep interview, informal discussion (questionnaire) survey, this thesis discloses the influencing factor and mechanism of action of unbalanced rural culture development in western regions, embodies the combination of theory and practice, and has maneuverability and practicability.Thirdly, this thesis adopts analysis by synthesis method. Persisting in taking rural cultural balance development as subject, according to combination of theory and practice, in the train of thought from abstract to concreteness, using general principles and conditions of regional economics and culture development science, this thesis brings forward the route, mode and mechanism policy of rural culture balance development, designs a workable system model of balance development demand of rural culture construction under visual angle based on overall urban and rural culture development, and has specific direction and maneuverability.
