Three-line Construction And The Great Western Development

The three-line construction spanning a decade from the 1 960s to the 1970s is a further development of the industrial production capacity in East Chinas coastal areas shifting towards the western regions. It spreads industrial technologies and management experiences to the western regions, thus occupying a place of importance in the construction of China socialist economy and national defense. However, over a Long period of time little attention has been paid to this topic in the academic circle. Some researchers in modern economy history even avoid this subject. In an effort to push forward research on this subject, the author, under the new situation of the development of the western regions, attempts a preliminary exploration into the three-line construction, how to draw on the experience of the three-line construction, and how to scientifically carry out the development of the western regions. Through an analysis of the international situation and the international environment in China neighboring countries during the 1 960s and 197 Os, the dissertation brings to light the background to the three-line construction, the process of formation & implementation, and the basic starting points. Through a fair and objective evaluation of the three-line construction the dissertation affirms its achievements while pointing out some problems in the course of the construction. On the basis of the evaluation, the dissertation proposes three fundamental views for evaluating the three-line construction, that is, specific analysis, integration of war preparation and economy, integration of history and reality. The dissertation also points out that it is necessary to get a correct understanding of the relationship between the three- lime construction and leftist line, the negative effects arising from atronization, disorganization, and concealment and the relationship between economic profit & management system and industrial structure. Through a comprehensive analysis of the role played by the three-line construction, the dissertation brings to light the positive role it plays in the social and economic development of the western regions. On the other hand, the dissertation points out the negative effects the construction produces on the development of the western regions. In the final analysis, on the basis of a comprehensive understanding of the three-line construction, the dissertation puts forward the following ideas and countermeasures so as to scientifically develop the western regions: I . To strengthen the central government control of the development of regional economy and make policies in fervor of the western regions. II. In drawing the layout of western development, overall plans must be made while considerations of other matters must be taken The policy that different regions can have their own choices must be adhered to. III As for the development system, a system that suits the socialist market economy and the opening up environment must be established. IV The industrial structure in the western regions must be adjusted and optimized in the implementation of western development. With the help of science and technology, the leap-pattern development strategy can be utilized. V As for the guiding principles in the development of China western regions, development, opening up and environment protection must be integrated. VI In the implementation of the western development strategy, the mind must be emancipated and ideas must be transformed.
