Incubator Theory Research In China And Concrete Evidence Analysis In Xi'an

At present, a great challenge of establishing innovation sci-tech city is faced by Xi'an, therefore, to forge a greatly competitive hi-tech industry has already brook no delay. For this reason, a large batch of hi-tech innovation enterprises need? to be incubated. To the development of Xi'an pioneering enterprise center, which undertakes this historical mission, this has great significance, As a Hi-tech enterprise incubator, Xi'an pioneering enterprise center has always been advancing in fumble, so a certain theoretical direction is immediately needed. However, a set of overall, profound, systematical and practical incubator development theory has not yet been formed in China till now. In this paper, the author in this point makes a preliminary exploration.In this paper, the author makes a research on the theoretical problem of our country's incubator , and advances a new development thinking by integrating the development practice of Xi' an pioneering enterprise center, in the way of analyzing typical cases, which is subject to the way of combining theory and concrete evidence and integrating qualitative analysiswith data and pattern, comprehensively applying such theories as information economics, contact economics, knowledge economic internal increase, new classic micro-economics and transaction cost. Eight parts are included: the concept of incubator, the history and future tendency, the reasons for development, operation technological process, operation risk, the contract of seeds investment, evaluation for development level, the orientation of development strategy and the development pattern and strategy, etc. The major conclusion of this paper: incubator is a kind of innovation organization which is situated in between enterprise and undertaking, and it is with the development of hi-tech innovation enterprise that it has emerged in our country. As the habitat, shelter and server of pioneering enterprise, it has exclusively economical rate, therefore, it can produce gathering economic benefit and media platform function and cut down the risks and exchange expenses in the process of pioneering enterprise. Its operation contains a whole technological process from option, incubation to the graduation, and from the beginning till the end. it is in a condition of incompletion information risk, moral risk and "greennouse blossom" risk, especially the seed investment operation, so to control the operation, pioneering enterprise investment contract should be employed. The evaluation of incubator intends to intensify its incubating function, therefore, the evaluation of the development level of incubator should be made from the two aspects: incubator itself operation efficiency and incubation enterprise operation benefits. In our country, incubator should employ the knowledge-based development strategy so as to transfer to knowledge-based incubator, such study-based organization. The strategy of the Xi'an pioneering enterprise center for further development is to transfer the operation mechanism, and greatly push on marketlization,enterpriselization, netlization, globalization and knowledge!ization.
