The Study On The Financial Transfer Of Payment Policy In The Course Of Developing The West

The regional discrepancies of economic development between the West and all nations are the main character of the imbalanced economic development in Chinese different parts. The backwardness of the western region's economic development has been a serious restrictive factor for improving our overall national strength. The economic development in western region must have the support of national policy as well as relying on its own strength, exploiting its resource advantage, changing its ideas and setting up the market structure. But because of history factors, our present transfer of payment institutes fails to narrow the region gaps and advance the region economic development. Especially to the West, it fails to advance the economic development and narrow the gap between the West and all nations; on the contrary it probably makes the gap larger. Therefore, by the studies on the historical and current situations of the transfer of payment policy as well as by the emphatically analysis of the effect of our present transfer of payment policy on the West and some existing problems, this dissertation puts forward to a standardized way of our transfer of payment and policy suggestions based on the factor analysis, which is consistent with our strategy of grand policy of developing the West. The studies in this dissertation are of important theoretical and practical significance for solving the standardization of the policies of central transfer of payment to the West and the payment method as well as strengthening the transfer of payment to the western region to meet the grand policy of developing the West. Meanwhile it is of general meaning for setting up a standardized transfer of payment institutions all over the nation and carrying out the formulaic way of the transfer of payment that is based on the factor analysis.This dissertation consists of five parts. The part I introduces the historical evolution of the transfer of payment policies in different financial structure in china since the foundationof the people's republic of china, analyses the effect of various transfer of payment policies on the West as well as recommends the main deficiencies and improvements directions of transfer of payment policy and present situations. Part II analyses the theoretical basis for carrying out the transfer of payment, especially analyses the theoretical basis for strengthening the transfer of payment to -meet the grand policy of developing the West. Part III recommends something valuable for us by studies on contrastive analysis of the foreign transfer of payment. Part IV emphatically studies the standardized of transfer of payment and from the perspective of economics analyses the revenue and expenditure of province, municipality district in the West through the factor analysis. Part V recommends the policy suggestions on the transfer of payment to the West from six aspects based on the above analyses.This dissertation recommends the serious deficiencies and non-standardization of transfer of payment in the West from the analysis of the theoretical and practical data, puts forward to the theoretical and practical basis for strengthening the transfer of payment to the West as well as states the theoretical and practical econometrics models and detailed implementation suggestions for carrying out the standardized transfer of payment, which are of theoretical and practical meanings for furthering the reform on the implementation of transfer of payment and ascertaining the financial policies of the developing the West.
