With continuous globalization and liberalization of world economy and international trade, competition policies are having increasingly impact on international trade and investment. Conflicts and frictions concerning competition policies rise frequently between countries. WTO, while it is the most important economic organization, doesn't provide a consummate cooperation mechanism for competition policies. At the Doha Ministerial Conference in 2001, WTO members agreed that negotiations about competition policies would take place after the Fifth Session of the Ministerial Conference in 2003 on the basis of a unanimous decision to be taken at that Session. However, because of the huge disparity between members, the Cancun Ministerial Conference didn't start negotiations about competition policies. Nevertheless, to build up the multilateral cooperation mechanism for competition is unavoidable. Under this condition, China and other developing members of WTO should study the international cooperation of competition policies, and choose the right policy.This thesis discussed competition policy cooperation mechanisms of WTO, and then based on the competition policy model in open economies, provided policy suggestion for developing countries attending the new round negotiations. This thesis is composed of four chapters.The first chapter introduced the concepts and objectives of competition policy. Then this chapter discussed the background of international cooperation of competition policy, containing the conflicts between national competition policies as well as between competition policy and trade policy, investment policy, industry policy etc. Finally, this chapter described the status of international cooperation of competition policy on the bilateral, regional and multilateral level.The second chapter introduced the cooperation mechanism of WTO. Firstly, this chapter analyzed the issues that should be involved into the cooperation mechanism. Secondly, it presented the existing cooperation mechanism in WTO, and made comment on the disadvantages. Finally, this chapter discussed the background of new round negotiation introducing the topic of competition policy.The third chapter built up a theoretical module of competition policy in open economies. This module analyzed the scale of competition under the autarky, cooperative and non-cooperative conditions, and then made comparisons betweencompetition policies under these conditions. Finally, this chapter analyzed the strategic interaction of competition policy between countries.The last chapter provided policy suggestions for developing members. The first section described the standpoints of each part on the topic of competition policy. The second section provided suggestion for all developing countries. And the final section provided the policy suggestion special for China.
