Policy transfer is not a new phenomenon,When we consider the history of the Modern State, each country has produced some institution, or some method of public service, which has served as an example to others. Today, As globalization goes in, international competitiveness in technology and the growing pressure is increasing. policy agenda is become more influenced by cross national experience. Varieties of groups, global organizations and policy makers transfer experiences from international issues to politics, economy and society of their own countries. This paper selects the whole historical period of China, by studying and introspecting the histoty and reality,it does depictive and normative research on policy transfer of ChinaIn the new era.This essay analyze the current problems in China's policy transfer by review what happened in China's policy transfer history, aim to construct a policy transfer system for China to guild the practice for China's policy transfer.
