Cadres' Moral Cultivation Under The Condition Of Governing The Country With Virtue

On the national propaganda minister conference in January, 2001, the chief secretary Jiang Zeming put forvvard the important idea of running country with morality. In this idea, the quality of cadre is essential. Under the idea of running country with morality, to enhancing the morality construction of cadres has great theoretical and realistic significance. It is the key link to cany out the idea of running country with morality; it is the indispensable requirement and the cardinal guarantee for the idea, and it is the social moraiity supporting for the idea.However, the present moral situation of our country's cadre is not optimistic. Among some cadres in party and administration, the degeneration of corruption is increasing; Hedonism is becoming fashion; Bureaucracy is stick-in-mud; Formalism and fraud-practice still remain despite repeated forbidding, and so on. These bad appearance and behaviors are far from the cadre's moral principles of "Honest in perfbrming official duties, and diligent in serving the people" brought fonvard by the center committee of party. And these has arose the strong discontent of the masses among the people.Such phenomena among cadres are caused by the corrosion of the values of profit and money first, by the influence from bourgeoisie life style and corruptive feudal life style, by the remains of feudal privileged ideas and the inheritance from plan systems, and by the impetus from economic interests and eager for quick success and the instant benefit.These phenomena have brought to our "Running the country with morality" much negative influence, which shows in the follovving aspects: They deprived "Running the country \vith morality" of sound economic basis by ruining the fruits of economic construction, reform and opening up, of strong political guarantee by endangering the status of the party in power and the stability of National Regime ofthe broad moral support by corrupting the Party conduct and poisoning social mode. Therefore, we should foster and strengthen party cadre's morality, settle the issue of moralization and develop their sense of moral conscious and self-discipline so as to avoid corruption and construct a clean and trustworthy government. It is a pressing matter of the moment to the morality construction of cadres. Under the idea of running country with moralitv, there are such main ways to strengthen morality of construction cadres as: first, establish law-force-system, "governing officials by law". For it is not enough to depend on public opinion, consciousness, intuitive acknowledge, sense of responsibility, and internal self-displace to maintain of cadres, especially right-morality. And it must be guaranteed by concerning laws which made by state and government. So we must enhance the study and practice of morality legislation, further strengthen and highlight the value direction of law, and intensively. Strengthen the education of spreading law to form a good circumstance of ruling by law. Secondly, establishing the system of cadre's code of morality, which is also called "Cultivating officials with morality". It is an important part in our present social moral construction to establish systematic> gradual systems of cadre's code of morality, to change external morality into internal need for morality in cadres, and so to give every cadre in party and administration "morality" to develop on and "principle" to reference as well as direct their behaviors. And the svstem of cadre's code of morality roughly includes: abiding by the law and being devote to duty; being hones and self-controlled; no seeking private profits; efficient serve and diligent work for people; Cultviral administration; fair and honest, and so on. Thirdly, strengthen cadre's supervisory system, which is also called "control the cadres by external force".
