Since the 18 th national congress of the communist party of China(CPC),China has launched an anti-corruption campaign with the broadest punishment scope and the heaviest punishment intensity in history,which shows the determination and fighting spirit of the central government in punishing corruption.But at the same time,along with from the comprehensive strict governance party unceasingly thorough,"Government Officials' Inaction" the question actually quietly breeds.For this phenomenon is firmly not allowed to spread in the new era,so leading cadres "for the official not for" governance strategy research,become very urgent.This paper begins with the relevant concepts and theoretical basis,and fully explains what "leading cadres","new era" and "Government Officials' Inaction" are.At the same time,it also explains that the object of this study is the governance countermeasures of "Government Officials' Inaction" of civil servants under the comprehensive and strict governance of the party.Through literature research on the principle of equal remuneration,the theory of achievement incentive and the theory of administrative responsibility are introduced to lay a theoretical foundation for the exploration of the causes of "not doing for an official" and the countermeasures for governance.Secondly,the paper by the methods of literature study and investigation,"the officer not to" in the new times connotation and performance,the reason and harmfulness,carried on the thorough analysis from different angles,"the officer not to" in essence is a kind of corruption,main show is: incompetence and 'to',underpowered and don't want to,as' not for less than.Under the background of strict party governance in an all-round way,the reason why "failure to serve as an official" rekindled the old fire,this study explored the causes from three aspects of individuals,organizations and environment,and found the crux of the problem.Finally,on the basis of the above research,this paper USES the method of combining theory with practice to conduct a systematic study on the governance countermeasures of "doing official work instead of doing official work" of leading cadres in the new era.The countermeasures at the individual level are to improve the theoretical basis of leading cadres,correct the three views of leading cadres and ensure the ability of leading cadres through continuous learning and education,so as to avoid the vacillation of ideals and beliefs and the emergence of insufficient ability.At the organizational level,on the premise of strictly governing the party in anall-round way,we should constantly improve the performance appraisal system,improve the incentive and guarantee mechanism,and update the supervision and accountability mechanism,so that leading cadres can feel fairness and justice under the supervision and management of the organization.At the environmental level,it is mainly to create a good social and political environment for leading cadres,and pave the way for creating a healthy political ecology.At the same time,it is also hoped that this study can be used for reference to solve the problem of "not doing official work" of leading cadres in the new era.
