The Comparative Research On The Official Morality Of Western And Eastern

Public administration at present pays attention to. not only the professional technique and performance but also the moral pursuit. The defect, in the field of administration, is the ambiguous ethics culture atmosphere. Because of the influence of market economy, the sayings with strong morality become less and less. With the result, people feel the crisis of official morality. Therefore, the controlling mechanism and construction of it becomes a great theoretical and practical problem in the course of developing economy and propelling democracy in the market economy orientation country. Under the guidance of Marxist politics, administration science and ethnics, with the method of comparative analyse, the paper is devided into three aspects to discuss it.In the preface, the thesis clarifies the propounding of the problem as well as the significance and methods of studying it.In the first part, the thesis summarizes the general theories of the control of official morality. It clarifies the definition, characteristic and management function, comments on the "Theory of responsibility confliction" in Western, and then introduces the theory of Rule by Morality of Marxism in brief.In the second part, it makes a full comparison of the development history, content and practical characteristics between Eastern and Western. Firstly, it compares the engendering and developing background and comments on the basic content and practical characteristics. Then it appraises the differences, similarities and causation in the official morality, hi this part, there are many original ideas generalized from the practices of official morality. Furthermore, the analyze of similarities and differences is creative.In the third part, it discusses furtherly the implemental mechanism of official morality on the basis of former analyze, which includes the basic orientation, realizing factor, inherition and reference, the relationship between Rule by Law and Rule by Morality. The conclusions are as follows:(a) There are five basic orientations of official morality: supplying public welfare, enforcing law dutifully, undertaking public obligation, setting apotheosis for the society and accelerating democracy, (b) The fulfillment of official morality demands the conformity of political promises, the frame of legislation, the system of responsibility, behavior standard, socialization of profession, condition of public service and so on. (c) In the course of constructing official morality, it is essential to deal well with the problem of inherition and reference and the relationship between Rule by Law and Rule by Morality.
