Official morality is the officials’ basic moral. Because of officials’special position and status, if they lack official morality, its impacts will be multifaceted. The results can lead to failure of the entire party. On the one hand, to strengthen the official morality building is a very serious work of our party and the country. The18th Party Congress emphasized that we must not only concentrate on the ability before selecting and appointing cadres, but also pay attention on morality, putting the morality in the first place. This requirement is the inheritance and development of the employment standards of "combining ability with Moral Integrity, and Moral First" which our party has always insisted on. These standards have seized the key to the current leadership and cadre construction. It has proposed new requirements to strengthen the moral construction of the leaders, to make better official morality assessment, and then cadres’team building will reach a new level.The official morality assessment under this new situation is the fundamental requirement and an important guarantee of keeping the Marxist ruling party’s advanced nature and purity, It is not only the enrichment and development of the party’s organizational line and cadre policy, but also the moral requirements of the scientific judgment of cadres. Official morality assessment plays an important role in building a socialist core value system and formatting good social morality.This paper outlines the significance of official morality assessment, research status and basic ideas, expounds the basic issues related to official morality assessment study, including basic concepts, the basic content of the assessment, the main features and effects of the assessment. On this basis, with Marxist theory to guide personnel, it uses performance appraisal theory, public human resource management theory and the theory of public ethics. It generalizes the development of the official morality assessment of cadres, summarizes the main achievements of the past practice, proposes the main problems that exist in the assessment, and by drawing on good practice of official morality assessment in developed countries, it presents the countermeasures of official morality assessment of our party and government cadres.
