With the development of economic globalization and area economic integration and the acceleration of science technological renew, the competition of international markets becomes intensive and complex. Any enterprise no matter how its giant scales and gigantic actual strength can't exist and develop with its single power in the intensive market circumstance. Cooperation of multinational enterprises becomes a necessary choice and International Strategic Alliances (ISA) is one of the newest forms of this cooperation.ISA develops quickly since it arises and many famous multinational enterprises build different kinds of ISA in different industries. Since there is not an uniform definition at present, the thesis points out its definition and basis features by analyzing different scholars' opinions on ISA, and then categorizes different kinds of ISA as needed. The thesis explains ISA from the theory of value chains, transaction costs, asset supplements and network structure. ISA develops quickly because this new international cooperation way has its advantages that other ways can't substitute. At the same time, it also exits high failing risks because of its own disadvantages and difficult management.After analyzing the necessities and abilities of China's building ISA, the thesis point out that China can develop its enterprises' transnational administration by building ISA with abroad multinational enterprises after China's entering into WTO. Finally, the thesis' innovation is that it elaborates some basis programs and countermeasures by associated with China enterprises' actual conditions. Provided that China enterprises analyze the situation earnestly, grasp any chances and sally out initiatively, it must accelerate the development of China' enterprises' transnational administration by building ISA this new cooperation way.
