Through reviewing the course of anti-corruption struggle in 1949-1976, this article attempts to expound and appraise the theoretical knowledge of the third generation leader collective in the corruptive conception, corruptive roots and anti-corruption measures, and on the basis of it, combining the new situation, to explore new effective avenues to today's anti-corruption. This article holds that corruption means the behavior of the few who have public powers and take advantage of their powers to seek personal gain. It is rooted in political and economic system, and also in its own attribute. The power beyond supervision and restriction is bound to corrupt. We should adopt comprehensive measures to tackle the corruption on the surface and at the root and work against it effectively by the legal, educational, systematic means, and so on.
