With the initial establishment of the socialist market economic system, in China great changeshave taken place in political, economic, cultural and social spheres. At this stage China has stepped into acritical period of social transformation and development with many social conflicts and profits games.During this period, corruption is rampant in China and it has now become the largest social pollution inChinese society.Trough the analysis of the new situation of corruption in China, we can clearly summarize andoutline that the corruption in our country shows some new features such as the spreading of corruption,diverse means of corruption, concealment of corruption, intelligent means of corruption, massivecorruption and high-ranking official corruption. These new features greatly increase the difficulties fortraditional anti-corruption system. The issue of corruption seriously damages the development andachievements of China’s reform and opening up policy and the legitimate rights and interests of the citizens,leading to the sense of unfairness, triggering public discontent, or even causing social instability.In recent years, public anti-corruption has also become one of the unique phenomena in Chinesesociety. Especially under the development of new media technology and China’s Weibo(microblog), Weiboshows the development trend of blowout. Weibo rapidly attracts public attentions; enhance citizens’enthusiasm for political participation and meeting people’s needs of hoping their voices to be heard throughvarious media. Weibo anti-corruption means a more open and civilized society has emerged. It manifeststhat people’s senses of ownership have awaked and they aspire to participate in politics with assistance ofinformation technology. Weibo anti-corruption has changed the traditional anti-corruption process thatpeople passively ask for help from the state, and it facilitates people’s fighting for their own rights to speak.Compared with traditional forms of media, Weibo anti-corruption significantly empowers individuals withthe maximum of unprecedented opportunities of expressing themselves through diverse media. Weiboanti-corruption has offered citizens new approaches to exercise their rights of freedom of expression andparticipate in anti-corruption. Trough Weibo People can freely make statements and comments, exercisedemocratic supervision and disclose official corruption. Of internet corruption cases in2012, six cases arereported through Weibo platform; even if the rest cases are not reported by Weibo directly, many of the cases has generated a lot of concern and provoked many repercussions in Weibo. Such power of publicopinion promotes the investigation, boosting the disclosure of the cases. Currently due to Weiboanti-corruption, a number of senior officials have been exposed. And these cases play deterrent roles topromote the healthy development of China’s democratic politics. Compared to other channels ofanti-corruption, Weibo anti-corruption is more convenient, high-speed, low-cost, interactive, transparentand protective. With these unique characteristics and distinctive mode of transmission, Weibo turns out tobe an effective tool in the process of public anti-corruption. It explores a new path for predicament ofcurrent anti-corruption. And it becomes a strong complimentary power for traditional Chineseanti-corruption and a frontline position of anti-corruption.Although Weibo anti-corruption reveals huge potentials, it also exposes its inherent weaknesses.There is a serious imbalance of internet usage in China. In some internet underdeveloped regions social,some vulnerable groups can hardly understand and access the internet and Weibo. Also, differences in termsof region, occupation, age group among Weibo users lead to some limitations about the participators inWeibo anti-corruption. Because of weak legal awareness and sense of law, some participants show theirdiscontents in the internet and take part in internet violence with malicious exposing privacy of somecorrupt officials, which is identified as the human flesh search phenomenon. Weibo users are likely toinfringe others’ rights of reputation and privacy while they exercise the freedom of speech. Further, due tothe unsound Weibo anti-corruption mechanism, for a long time there are no effective legal support andsupervision. Sometimes the involvement of government such as investigation and control cannot meet thepublic demands, result in failing to deal with some exposed corruption cases.This study adopts some research methods like content analysis and text analysis, conducting theanalysis of Weibo anti-corruption combining some theoretical frameworks to explore the forms of Weiboanti-corruption. On the basis of an objective analysis of the advantages and disadvantages of Weiboanti-corruption, this study puts forward that the government should develop and improve theanti-corruption technology platform. It points out the government is supposed to investment ininfrastructure and technology talents, cultivating more mature Weibo users with strong awareness ofanti-corruption and sense of law. Moreover, the state should improve and optimize legal system,government feedback mechanism, reporting mechanism, and remark mechanism to refine the rules and regulations, contributing Weibo anti-corruption to become institutionalized and standardized. The relevantdepartments should strengthen public administration; nurture some Weibo supervisors to enhance theexploration of new mode of Weibo anti-corruption, making the Weibo a more effective platform byestablishing official Weibo of anti-corruption to boost the interaction among people.
