The study began with conception of disposition in talent resources, primary effect factor and basic law, studying and analyzing the action, theory, mechanism and major way of urging talent . The study analyzed four major problem of disposition in talent resources of forestry scientific research institution on the basis of making a systematic exposition of the present situation of talent resources . Then the national public welfare forestry scientific research institution, i.e. the Chinese Academy of forestry (CAF) was taken as a case to be studied on the basis of disposition in talent resources, three representative urgency talent policies were analyzed and discussed .For example, CAF devoted much attention to the training of talent and recruiting excellent talent in China and abroad. CAF broke free from conventions and took inclination in policy for youth whose title of a technical and professional post was judged. CAF promoted bravely excellent youth to a position of leadership.Lastly ,on the basis of the experiences of urging talent in China and abroad and typical examples of urging talent in CAF , the following comments on nine policies for urging talent of forestry scientific research institution were given:1.Tolerant study abroad policies make students studying abroad want to return to serve for forestry scientific research.2.Founding especial fund to aid financially youth scientific workers with outstanding contribution to carry out scientific research.3.Urging scientific research talent to work in forestry scientific research institution in the form of buying a share of technology.4.Speeding up the development of the talent who can bring forth new ideas to construct environment condition of bringing forth technology new ideas.5.Establishing reasonable echelon and laying stress on bringing along the youth by the old.6.Combining achievement of talent with meeting their demands.7.Esablishing scientific reasonable system of rewards and penalties and examination.8.Esablishing a system of doing what one can and acting according to actual circumstances by reforming management system and changing running system and a system of selecting talent by open selection and fair competition , promoting boldly excellent youth to a position of leadership .9.Esablishing rear-service guarantee of high quality and a system of high transparent for making use of personnel.
