Since the reform and opening up, the market economy greatly released economic vitality, in turn, the rapid development of economic brings the development of Society. At present,we have established and consummated the sestem of market economy,so we have enter into a new period which economy and society develope very fast. Our country's defense and military has become more modernization when the social and economic construction have make many achievements.But there are many inconsistencies;on one hand,it is necessary for army offices'veterans to make army more modernization,on the another hand, retired military officers are difficult to meet the community's demand for highly-skilled talents. Retired officers are the resources of higher overall quality with many unique parts, drawbacks and shortcomings,due to the long-term military life.How can we make best use of retired military officers,and it is more important issue for us to turn the retired military officers'unique ability from potential ability to real resources.This is what we want to analyze and study in our paper.In the first part of the paper,we give an analyze of the concept of talent resources and talent resources development,then we bring out our question:what the retired military offices'features is,why should we exploit the resources of retired military offices and how can we do it? We have answered those question in the first part of the paper.In the second part, we analyzed the status of the development of resources of retired military offices in our country.We find there are weak and poor access and low level in the process of the development of resources of retired military offices, becouse of inadequate attention,insufficient coordination and poor management. In the third part,we have researched the common in the development of resources of retired military offices in The United Ststes,Russia, Germany and India.Those countries have much in common,such as the training system,the service organization and generous financial compensation. In the last part, we offered the guiding ideology and principles in the development of resources of retired military offices. We aslo put forward policies and measures for the improvement of the development of resources of retired military offices in our country.
