As an important integral part of China's institutions, the forestry institution plays an increasingly important role in speeding up the forest tenure reform and promoting the modernization of the forestry. The main objective of this study is how to establish the employee incentives of the forestry institutions and mobilize the enthusiasm and creativity of staff. The paper uses various research methods such as Literature, Depth Interviews, Empirical Research and so on, analysis and summary the characteristics and incentive principles of the forestry institution works combining with subjects as management, human resources management, statistics and the practical investigation of the author. Combining with human resources incentive theory and development theory, the paper made a thorough analysis and discussion to the incentives problem of China forestry, proposed the general model of forestry institutions employee incentives.The main text is divided into four parts:The first chapter is the human resource theory of forestry institutions. This section mainly introduced resource-related concept and characteristics, the definition and characteristics of the institutions. It mainly introduced the human resources and sustainable development theory and the human resources incentive theory, compared and analyzed the research results and status of domestic and international human resource development and motivation, and the revelation of building the forestry institutions.The second chapter is the human resources development status of forestry institutions in Hunan Province. It mainly analyzed the staff quality structure and characteristics of forestry institutions in Hunan Province, and combining with the staff management status of forestry institutions, analyzed the problem and difficulty of the forestry institutions motivation.The third chapter is the building of the staff incentive mechanism of forestry institutions. Through elaborating the staff motivation principle and occurrence mechanisms of forestry institutions, the paper built the integrated staff incentive model of forestry institutions, and made a specific analysis.The forth chapter is the empirical analysis. This section made detailed investigation to the forestry institution in Hunan Province, analyzed the human resource management status and the problems of the incentive mechanism, and proposed the solutions. There is a general reference value for the construction of forestry institutions incentive mechanism.This research papers related to forestry institutions for our staff to improve motivation and creativity, building employee incentive mechanism to provide reference.
