Study On Operator's Incentive Mechanism Based On Property Right Of Human Capital

Operator's incentive mechanism are studied which is based on becoming human capital as property right by gradually quantitative and quantitative analysis on the basis of qualities of relative documents.It indicates that in the past the operator's incentive mechanism neglect the effect of the operator's property right and human capital on payment by systematically analyzing the operator's incentive mechanism in nature's enterprise. The paper points out that under the condition of knowledge economic the operator's incentive payments should sufficiently take economic surplus and capital stock into accounts and construct a new incentive mechanism based on human capital property right.An operator's effort faction and a price model of human capital are given based on becoming human capital as property right by analyzing concepts, structure and characters of human capital property right. The relation of human capital property right with mass capital property right is studied and a method is given to calculate the human capital property right stocks. Let's take the example of Xi'an vehicle factory. A set of efficient incentive combinations is proposed which is centered with human capital property right connecting the factor's real fact of reform on the basis of analyzing its management structure and the operator's incentive mechanism. An annual salary model is constructed able to stimulate the operators for a short term and determine the operator's guidelines. A simulation stock is built to make operator's effort faction in accordance withenterprise.As to constraint mechanisms regal merit system, selection system and business consume currency system are built up to regulate the operator's running behaviors and ensure a fair competing environments.
