Since Adam Smith, a lot of economists have researched the problem of human capital. The theory of human capital have developed very rapidly since it came out in 1960s .The theory have become the most powerful weapon to overcome many difficulties in economics. But so far most researches on this theory are about the whole society. Few have been used to direct enterprise practice. This paper are mainly focusing the researches on human capital in enterprise and specializing on problems relevant to human capital in enterprise. And basis on these researches this paper aims at introducing the concept of human capital in enterprise to the reform of our country and offer a new way to our reform of state-owned enterprise.This paper consists of two pieces. The former are made up of three chapters. In the first chapter the author looks back the antilogy origin and evolution of the theory of human capital, and systematically introduce the theory of human capital so far with the time clue. Narrowing the scope to enterprise, the second chapter analyzes the connotation of human capital in enterprise. At present there are two different opinions upon human capital in enterprise, one agrees the working staff in enterprise owns human capital, the other argues that only senior managers and key technical personnel are the owners of enterprise human capital. The second chapter theoretically analyzes these opinions through two paths. And the third chapter analyzes these ones in practice. This practical analysis is on the basis of introductions of American enterprise and Japanese enterprise. And it validates the judgment in the second chapter by comparing the management and decision-making system, the salary system and the business culture in the two kinds of enterprise. In the end of this piece, the author compares the two enterprise human capital opinions and set forth her opinion upon enterprise human capital in the brief summary. The latter piece is also composed of three chapters, it mainly use the concept of enterprise human capital to direct the specific practice of enterprise. The fourthchapter discusses the problem of what significance the theory of human capital have to enterprise throughout the world. It focuses on the problem of human capital property right and analyzes the rationality and necessity of the establishment of human capital property right. The fifth chapter mainly discusses the significance of human capital theory to our country. It draws a conclusion that the introduction of human capital is the ultimate outlet of our state-owned enterprise reform by animadverting on the most popular opinion of privatization and analyzing the present situation of our state-owned enterprise. In succession the sixth chapter systematically expounds the concrete measures of how the concept of human capital is introduced to our state-owned enterprise reform.
