China joins World Trade Organization (WTO) in 2002. With changes of environment, the ways to exist and develop for small enterprises are not suitable. Under new environment, enterprises must do some adjusting to adapt, then they can improve their competence, get customers, gain marketing and chances, and become more and more stronger. In this paper, we will give an middle wheat germ factory as our example to analyze the effects on its management and work after China joins WTO, and diagnose it, analyze on its marketing sales stratagem, functioning capital stratagem, resource management, internal communication system, financial department function and innovation, then make a feasible strategic plan for adapting new environment and stronger the enterprise.1. Marketing sales stratagem is the key factor, which is related with success of enterprises directly. So how to make correct marketing stratagem becomes the basis of enterprises. To make marketing stratagem must use difference methods according to external or internal environment characters of enterprises. In general, when making enterprises marketing sales stratagem, they have to build up correct modern marketing sales concept and think much of and use marketing sales stratagem correctly. 2. Functioning capital stratagem is related with enterprises' competing capability. Enterprises have to improve their competence, then exist and develop in this kind of competing environment. Especially after China joins WTO, and international companies enter, functioning capital of enterprises will effect more and more. It will be the most important problem how to enlarge functioning capital via expanding, regrouping and financing. 3. The competition in modern enterprises will be human resource competition finally. Enterprise can improve their competence via using human resource effetely, and excellent, effective human resource management can provide continuous competent advantage. After China joins WTO, the lack of persons with special ability restricts the development of Chinese small enterprises. How to get needed persons and keep them? 4. Internal Communication in enterprises is very important, and if communication is not enough, opinions will be not identical. So, this will induce complain in work, and sometimes job can not be started, produce serious internal exhaustion. To solve this problem, leaders in enterprises must know the importance of communication; and they must practice what their preach; system must keep communication in bi-directional; enterprises must do communication face to face. 5. In the most of small enterprises in China, finance is just to fill in some forms, collect and distribute money. But in fact, how to make capital exchange and float between money market and enterprises is the duty of financial department. So, the functionality of finance must be adjusted, and make it become a department which can do cost management, long-term investment decision-making, long-term raising money, floating capital management, and do financial analysis, planning, and enterprises purchasing and regrouping. 6. Innovation is the source of enterprises which can make enterprises energetic, and provides drive to let enterprises get competent advantage . Innovation is the core of enterprise competition and stratagem. The innovation of enterprises is not only on technology, but also a total innovating system which is a combination of using opinion innovation as pre-leader, policy innovation as premise, technology innovation as core, product innovation as bearer, management innovation as guarantee, marketing innovation as end-result.
