Scientific selecting and appointing of cadres is the effective method of making cadre management scientific, democratic and systematic, and it has significant importance to preventing and correcting the wrong doings in personnel service and to reducing the errors. Since the enforcement of reformation and opening , the reformation of our cadre personnel system has been deepened gradually , and we have gained a steadily new breakthrough in extending democracy perfecting examination pushing communication and reinforcing supervise, etc .But at the same time we should also understand consciously that there is still a distance between cadre personnel system reformation and construction of socialism democracy and politics and the requirement of developing socialism-marketing economy, and there are also some defaults in selecting and appointing cadres. Especially at present, the socialism modernization of our nation has come to a new stage, the cadre team of our party is at the key stage of the young generation replacing the old generation, this issue becomes more prominent. So we must absorb and refer to the successful experience of selecting and appointing personnel from modern or ancient times, China or foreign countries and constantly discover and study new problems, sun up new achievements, adopt new concepts, set up new machinery, only in this way can open a wonderful situation of talent mushrooming.By using Marxist philosophy, this article penetrates the present selecting and appointing and its causes: Firstly, single machinery. It exhibits mainly that there is no division between occupations , the method of selecting and appointing cadres is also a single appointed system ; Manpower is separated form business; Cadres can be appointed but can't be discharged; Cadres are limited by district and can'tmobilize reasonably, these lead to manpower waste. Secondly, old methods. In the practical of selecting and appointing cadres, it often can't connect the cadre's practical act with his objective appraisal, the scope of the examination is not all-round, and there is not a serial quantifying scientific system and perfect selecting and appointing system of exam cadres. Thirdly, closed procedure. It mainly refers that in the practical work , we are not prettily put cadres into mass for checking and training , especially the knowing-right participation-right -> selecting-right and the supervision-right of mass selecting and appointing cadres are not put into practice . Fourthly, weak supervision It mainly refers that it is intervened seriously in the cadre's appointing, it can't make a effective supervision on leaders, and for the young cadres we only pay attention to their training but little to their supervision, and only appointing but not ruling.
