The institution of Public Appoint and Direct Election is a new measure and new form, promoting Inner Party democracy at the primary level, at the same time, it's one of the fatal contents of developing socialist democracy with Chinese characteristics in new era. From the total situation of the present experiment, directly elected has diversified forms of intra-Party democracy at the primary level, embodied the rights of the party members and masses to be informed, to participate, to select, and to oversee, optimized the structure and quality of grassroots cadres, and also demonstrated a positive attitude that intra-Party democracy promoting people's democracy. By this theoretic research, this article takes the value orientation for institutions designing as the logical beginning, explaining the importance, necessity and urgency from the theory and the practice. Then, on the basis of the fieldwork of multi-towns as well as the experience of Gaodong's practice, the author analyzes the feasibility comprehensively, which promotes thoroughly the Public Appoint and Direct Election experiment of the township Party committee in Pudong. Under the guidance of the value orientation, borrowing some experience from the other provinces and cities and districts. Based on the experience of Pudong, this article attempts to propose some elementary paths, including:relating with the fact of local area, controlling the advancement rhythm; making the principle of implementation specific, reflecting the value leading; perfecting the program settings, to ensure active and steady; perfecting supported-institutions, to promote the long-term development.
